 Every lessee/Lease Owner having

(1)  (a) an annual excavation plan of one million tone or more in a particular year; or

      (b) leased area of fifty hectare .

(2). Other than Covered in Rule one 1 has to submit Multispectral Georeferenced Satellite Image. 

(3). In Case of any plan submission, Modification and Permission Required within 6 Month.

(4). Prefer Bidder who has Received Later of Intent for the Mine.

(5). This rule talk about the SOP of Updating Time to Time From IBM.

In All Cases Except Rule (2) Lessee shall carry out a drone survey of the leased area and up to hundred meters outside the lease boundary in the month of April or May every year and submit the processed Cover data of Mine.

Important Highlights As Per SOP:

  • The Lease has to keep this Processed and Imagery data for Five year.

  • GSD (Ground Sample Distance) of image should be less than 5cm.

  • Flight plan (Mission Plan) / path of drone  and number flight of entire area has to submit to IBM.

  • Minimum 5 GCP (Ground Control Point) per Sq. KM as per SOP.

  • Drone Survey has to carry out in proper sun light, avoid in cloudy weather.

  • Coordinate system must be UTM WGS84 (Projected Coordinate System) in Unit of Meter measurement.

  • Satellite image Resolution must be 1.12 meter or better  Multispectral RGB. 

  • Size of Permanent GCP must be 2.5 times of Satellite image resolution.

  • Sub grade dumps.

  • Waste dump.

  • Backfilled, Reclaimed and Rehabilitation area.

  • Afforestation.

  • Green belt.

  • Mineral Stacks.

  • Utilities such as plant, buildings etc.

  • Lease boundary along with other surface feature details.

  • Active Pit Area.

Output Data Format:

  • Raw Photographs (.JPEG).

  • Ortho Mosaic Image ( .tiff- geo tiff). and  in 200 m x 200 m grid tiles.

  • Digital Terrain Model (3D) .dwg/ Point Cloud.

  • Contours .dwg (geo tagged).

  • GCP data .dwg and MS-Excel.

  • Lease boundary pillar co-ordinates .dwg and MS-Excel.

  • KML/KMZ Google File.

  • GIS File in .shp Format.

Pre-Requisites Permissions:

The agency shall ensure that the all necessary permissions and clearances for drone operations are obtained from respective authorities wherever applicable such as, including, but not restricted to the following.

  • Directorate General of Civil Aviation (DGCA).

  • Ministry of Defense (MoD).

  • Ministry of Home Affairs (MHA).

  • Air Traffic Control (ATC).

  • Local Police and District Administration etc.

Drone Operation for Data Acquisition: 

  • Certified Mine Surveyor Certificate from DGMS (with proof of employment).

  • Drone Pilot Certificates/ Licenses.

  • DGCA Approved Survey grade Drone with DAN No and OAN etc.

  • Every flight should be recorded in the digital sky platform.

The recommended minimum overlap shall be: Mine compliance for IBM company in India. 

  • 75% frontal and 60% side overlap in general cases.

  • 85% frontal and 70% side overlap for forests, dense vegetation and fields.

  • 85% frontal overlap for single track corridor mapping.

  • 60% side overlap if the corridor is acquired using two flight lines.
